• Increase in penetration of LPG to all remote and uncovered parts of the country with a view to achieve 75% coverage of the population from the present 50%. This is envisaged through Rajiv Gandhi Gramin LPG Vitaran, a small format LPG distributorship and community kitchens
• Better affordability of LPG connection for customers by providing access subsidization towards security deposit of cylinder and regulator.
• Enhancing customer service through
  • Services such as SMS/IVRS booking, Toll Free Feedback System, Preferred Time Delivery and Portability of connections
  • Products such as Multifunction Pressure Regulators, and High Fuel efficient Gas Stoves.
• Control diversion with the help of Anti Pilfer Device.

Anti Theft Device

• The huge price difference between the price of Domestic LPG vis-à-vis commercial/ Auto LPG is leading to Pilferage of LPG form domestic LPG Cylinders. It is also seen that the domestic cylinder is used with Industrial Burners by using a spring loaded fitting /or which allows unrestricted flow of LPG vapour for Commercial burners or even for use in Automobiles.
• Oil Industry has been looking for a device which can be installed on domestic cylinders so that the pilferage of LPG from domestic cylinders can be prevented. The device restricts the flow of LPG so that it becomes unviable to use domestic cylinders for commercial burners/ Auto LPG.
• A tender was called for the device and the same is under final stage of approval for placement of order. The device will be tested in one market and based on the pilot performance will be rolled out across the country.

RGGLVY( Rajiv Gandhi Gramin LPG Vitaran Yojana)

• Regular distributorship requires certain minimum infrastructure and operating requirements to viably operate in a location. In areas/villages having less population such distributorships may not be viable. In order to help the customers in such underserved areas a new format LPG distributorship, namely, Rajiv Gandhi Gramin LPG Vitaran (RGGLV) was launched on 16th Oct, 2009.In the first phase, IOC advertised for 576 locations in eight states for appointing RGGLV.
• The second phase of RGGLV in 6 states for 951 locations have been advertised in March, 2010. Third phase of 62 locations in the North Eastern states have also been advertised.
• How Is RGGLV different from a regular Distributorship?
  • Locations are RGGLV are identified broadly on the basis of a potential average monthly sale of 600 LPG cylinders ( 14.2 kg) and 1200 customers
  • RGGLV godown and showroom should be located close together with the godown having having capacity to store about 300 cylinders .
  • Godown estimate size is about : 5m x 6m in a vacant plot of size 20m x 24m
  • Showroom Size approx : 2.6 m x 3 m near the godown
  • RGGLV doesn’t deliver cylinders to consumers’s residence
  • LPG will be sold to the consumers at the prescribed retail selling price

Toll Free Complaint

• In order to have a more convenient, easy and effective way to enable the customer to air their complaints and follow up on such complaints, IOC has started the service of using unique toll free numbers for the complaint registration through call centers from 2nd October 2008. Across the country IOC has a unique number 18002333555, easy for the customers to remember .
• In order to make the service more customer friendly a short code helpline for lodging complains is now available pan India. The common number for all LPG , Petrol and Kerosene customers of IOC is 155233 (only 6 digits in place of 11 digits). The charges towards the call will be borne by the IOC. Through this single common number any customer can query or register complaints in the call centers being operated by all three oil companies.
• The call centers are operated region wise to facilitate the customers to lodge complaints in local language. Customers are given a registration number and those wish to know about the status of the complaints can call up the call centers in the same toll free numbers.
• The complaint lodging is in a manual mode for 8am to 8 pm and an IVRS mode during 8pm to 8 am.

Multi Function Regulator

• A multi functional Domestic Pressure Regulator (DPR) of 25.6 mm size has been developed and has been tested by an International Certifying agency M/s TUV in line with the requirements of IS: 9798. In addition to the features of IS 9798 the DPR also has following additional safety features:
  • 100 % Excess Flow Shut off Feature: This feature is useful for preventing LPG leak in case of failure of connecting tube. The excess flow valve is designed to completely shut off flow of LPG in case of tube failure.
  • Child lock Mechanism: A child lock feature has been provided on the DPR, which restricts the knob movement towards ON position.
  • Leak Detection Mechanism: It is possible to detect leak in the tube by using this DPR.
  • Low Level Indicator: The DPR has an analog display and an alarm system also which helps the housewife to determine the quantity of LPG in a cylinder.
• CCOE has given in principle approval and no objection to the use of above DPR on trial basis.
• The multifunctional DPR is coming in two models – (a) MFR with analog display and (b) MFR with Electronic display.
• IOCL is planning to launch MFR in selected distributors of Mumbai, Pune, Bengaluru, Hyderabad and Delhi.

Community Kitchen

• For a family to avail LPG as a cooking fuel, they need to have at least one LPG cylinder, Regulator, Hot plate and Suraksha Hose.
• The Below Poverty Line population in the country may not be able to afford the cost of these paraphernalia to become a LPG consumer.
• Though Oil Marketing Companies have plans to subsidize initial security deposit of LPG cylinder and regulator, the low income customers may not be able to afford LPG refills.
• In order to fulfill their cooking needs by sharing the infrastructure of a common kitchen, a new scheme of community kitchens have been developed. Such kitchens will be established and operated under the supervision of Panchayat of the village. In these kitchens, the customers will be allowed to cook their food on nominal charges. IOC will provide stoves, cylinders, regulators etc. for such kitchens if Panchayat or Hospitals provide the covered space and supervision of the day to day activities.
